That's not always the case. Newer movie soundtracks now mix very aggressively to the surround channels, and use the surrounds to anchor the side imaging and spatial cues. You can only do that by mixing the sound information to the surrounds at nearly equal levels to the front channels.

I would actually place the surrounds higher in importance than the center speaker, since the L/R mains can create a phantom center effect with no issues with timbre matching. With the surrounds, that surround effect requires surround speakers, and optimizing the surround effect requires timbre matched speakers. For the same reason you wouldn't want to use a different L speaker and R speaker, I wouldn't recommend going with a lower class of speaker for the surrounds.
