I wouldn't blame xm too much. Ultimately they are the heavy but they're under a lot of pressure right now with merger talks under way. They don't want to be seen as a rogue or to piss anyone off that's in a position to tank the merger. Ugly but a fact of life unfortunately. If you want to blame anyone, blame the FCC.
