Software to encode Mp3 to another Mp3

To encode a Mp3 file to another Mp3 file [both files on local disk], for such purposes like changing bit rate, etc., is the following graph correct? If not, what correction should be made? File source [Async]-->MPEG-I stream splitter- -> FFD show Audio Decoder- ->LAME Audio Encoder- -> Dump.

You need not follow the graph to do your work. Just open the Mp3 files in any audio editing software, try this with FlexiMusic Wave Editor, using the command “Save As” save the Mp3 file. While using this command, it will ask for change in bit rate where you can change the bit rate of your choice.

Check out dBpowerAMP Music Converter (dMC). You'll want to double check their specs to see if it will do exactly what you want, but it will convert just about any format to just about any other -- and it's free!
