Changing PAL DVD's to NTSC DVD's Can One Do this on Home Computer?

I'm looking to get a couple of DVD's by some obscure European rock groups but unfortunately they're available only on PAL not our NTSC system. Is there any software program available, free or otherwise, that can let you convert from PAL to NTSC? I don't think DVD Shrink does this unless I'm mistaken? It is to costly to get some service to pay to do this as they charge an arm and a leg. Any help would be appreciated. Thanks.

Yes, DVD Shrink will do it. It makes everything region free (or region 1 at least).

Region coding and color systems have nothing to do with each other.
