I have a 3 year old Sony KV 32" WEGA TV with the composite hookups Y, YB, etc, I realize this isnt HDTV, but will this give me all a progressive scan DVD player has to offer?

it will not display a progressive image, however using the component video connections will give you a better image than the composite connections
