I think you have to do it where it says mangage attachments at bottom (worked for me).

Go to My Profile>Options and add a toolbar to make it easier.

Do Not Show Toolbar
Show Standard Toolbar
Show Enhanced (WYSIWYG) Toolbar

I see you got it to work, but I'll leave this anyway for someone else.
