I have a friend that just bought a really nice pair of Cerwin Vega D9's,the surround rubber is shot on the bass drivers,I know you can purchase kits to repair them,my question is has anybody ever done it themselves,if so is it pretty easy?

Yea its an easy fix.The kit should come with everything needed.

this an easy repair that doesn't take a lot of skill to do. I have done this to a pair of old Advent loudspeakers, and the hardest part is waiting for the glue to dry.

I haven't used them, just some info for you.

Where do you get the surround kits? Are they specific to the brand of speaker? Do they have kits for generic 12 inch woofer for instance?

They have kits for many different specific speakers as well as generic versions to fit names they don't have. Its so easy you can do it in one night and be playing the next day!
