Saw such a device named Bluetooth Hi-Fi Audio Receiver. (http://www.radioddity.com/us/bollo-bar-ii-wireless-bluetooth-hi-fi-audio-receiver.html)
I don't know if it is the device i am looking for.
i want a thing which can connect my phone or ipad with a speaker or TV, so the video or songs in my phone can played by TV or speakers?
I still don't know how does this thing work?

Emotiva added one to their UMC-200 Pre/Pro. It allows you to connect and play from hand-held BT devices. Chromecast will eventually do the same. It can connect to an HDMI port of a TV or receiver and allow web streaming from YouTube and Netflix, with additional apps coming. It will also display video played from Chrome tabs. At only $35, it's pretty cool. It allows streaming on earlier or less expensive TVs with HDMI, but no streaming apps.

That looks like it will do what you want it to.

Your mobile device will connect wireless to the module, which then connects to the RCA inputs of your TV, stereo receiver or powered speakers

Consider the Bollo Bar iii instead-

It has a digital out along with the RCA analog out puts which makes it more versatile. For example- a new HD TV may only have digital inputs. The Bar iii will probably sound better as well.
