I'm in Vancouver, with speedtest.net I'm getting 11.78Mbps to Toronto, 12.96Mbps to Calgary, and 13.51Mbps to Portland. I'm paying $84/month for bundled Internet and Television through Shaw, I'm not subscribing to any fast service package. Might be time for you to shop providers!

Hong Kong was not on the list for some reason. But it is probably there with Macau since we're neighbors.
I pay $35 a month US and it includes 35 local cable channels 6 HBO channels (1 HD), National Geographic in HD, and the Scyfy Channel. You pay this $35 for a 30 month contract but 6 months are free - but the free months are all over - month 5, 7, 11, 18, 22, 26 are the free ones.
I lived in South Korea - and it was lightning fast. Downloaded episodes of shows in 20 minutes.

Just noticed I'm a bit faster when I hit a server in Ohio (rather than MI) with a quicker ping.

I think I get 30 Mbps both ways at home, but the free downtown stuff gives:

I don't know how it is in the rest of the world, but I rarely see a website that can upload faster than 1 Mbps other than Netflix

I had a download speed of 25.51 and an upload speed of 4.81. My ping was only 13, is that good or bad? Not sure what the represents.

I moved from a DSL service with a max of 5 Gbps to cable with a max of 24 Gbps (as advertised) provided by Teksavvy.com. And I did that with out resorting to Rogers.com -- possibly the world's worst customer service and highest prices.
