I see it as (7 girls X 7 packs X 7 Big Kitties X 7 Small Kitties X 4legs) Plus 14 human legs.

oops, I missed 7x kitties...AND I read it wrong. I thought each girl had one pack. teach me to try to work and goof off simultaneously (how does GM do it!?).

7 girls x 2 legs = 14 legs

7 gilrs x 7 sacks x 7 big cats x 4 legs = 1372 cat legs

7 kitties x 7 cats (legs already counted) x 7 sacks x 7 girls x 4 legs = 9604 kitty legs

10990 legs.
