You conclusion is quite correct. The problem began with the stupidity of the bus driver and escalated from there.
It's important to remember, as my wife and I often remind each other, that half the population is of below average intelligent.

Where will this end? Disturb the bus driver by using sign language? yeah right, screaming kids would be more disturbing than 2 teenagers using sign language.

To be sure, an ironic statement about the public school system when the bus driver creates policy.
And in late breaking news, school cafeteria attendant Delores "Taco Finger" O'Rourke bans the use of any bunson burners in Mr. Bixler's fifth grade science class...
