I own an old tube style tv that while turned on has static outside the tube. When I put my hand about 3" away from the tube I can feel the static & it raises the hair on my arm.Is it not grounded right?I am going to buy a HD DLP tv soon & I will be giving the old RCA 40" to my parents soon.I do not want to give them the old tube style RCA & it blow up or maybe get burn in.Thanks for your the replies!

I remember it always doing that, with years of no problems (except eventually dying, which all TVs do, tube or otherwise).

All CRT TV's do that, my 37" Philips I have in my home office emits static about 1", but 3" sounds excessive. These old TV's have a degaussing strip to bleed off much of this static. See if it has a button on the back to manually degauss (or if it has an on screen menu check that). If your really worried you could take it in for a relatively cheap service and "tune up".
Cheers
