I've been reading tidbits here and there about digital FM (and AM) radio. As a matter of fact several of my favorite stations should already be broadcasting in digital (at least according to the FCC). Here is the FCC's page about it:

So how can I tune in? What do I need as far as equipment?

You'll need a receiver capable of receiving digital broadcasts. Check out Crutchfield.com for product info and reviews. Any mom and pop car audio shop will hook you up for a reasonable price. Having said that, is this really something you want? It does have the promise of clean reception and perhaps higher fidelity but it will still be the same old commercial dreck being broadcast now. Commercial radio was corrupted and died sometime in the 80's as far as I'm concerned. I'd take a pass on spending the time on educating yourself about this and leap frog directly to satellite. Unless you have a regionally specific radio personality you like listening to, check out the Sirius or XM websites for a taste of how good radio can be.
